Yes, after becoming a neurosurgeon you can become an IAS.
This because,
To become an IAS you need to clear UPSC and to be eligible for UPSC you need a bachelor's degree. To become a neurosurgeon you need to do MS in neurosurgery and to be eligible for it you need to do mbbs which is a bachelor's degree, so with it, you will be definitely eligible for UPSC and thus can become an IAS after qualifying it.

UPSC eligibility criteria is provided below:-
------------------------) You must have a bachelor's degree in any discipline from a recognised university . Those in final year of bachelor's degree are also provisionally eligible.
------------------------) Minimum age limit :- you need to be at least 21 years old to be eligible as on 1st of August of the year of filling the form
------------------------) Maximum age limit :- 32 years , also there's 3 year relaxation on upper age limit for obc and of 5 years for sc/st category as on 1st August of the year of examination
------------------------) Attempt limit:- The maximum of times one can appear in UPSC is given below category wise :-

TO be eligible to apply for Ground Duty Technical and Non Technical through AFCAT 2 2022 a candidate must fulfill the given age criteria
- He/she must born not earlier than July 2, 1997 and not later than July 1, 2003.
- The age must be in between 20-26 years as on July 1, 2024.
Considering the age criteria you are not eligible to apply for AFCAT 2 2022 as you are born earlier than July 2, 1997 that is in June 4, 1997. Your age as on July 1, 2023 will be 26 years 0 months 27 days. AFCAT 1 2022 was your last chance to appear thus you have exhausted all the attempts.

Few very important points that should be clear to the Govt job aspirants :-
- No % barrier in Graduation for SSC/UPSC exams.
- You have to be just a pass the graduation to be eligible.
- Some recruitment have the option for final year appearing candidates to take up exam provisionally.
- Few recruitment add up combined score deriving from % marks in academics
- Percentile method is followed as for now to decide the cut off.
You can apply for SSC CGL if you pass your graduation. There is no marks criteria for almost all the posts.
Quoting from SSC CGL official notification : All other Posts: Bachelor’s Degree from a recognized University or equivalent.
There is no mention of minimum marks you must obtain in order to apply.

Hello Student
First of all you have to take graduation with honours which will be better from social science or political science or economics or English. Completion of graduation you have to take admission in any of the reputed guidance or coaching centre or institution after verifying their activities and success record. If you are a student of Andhra Pradesh then your choice should be better if you get admission in any of the reputed institution for IAS guidance in Hyderabad.
